Subject: Faculty Professional Development Funds

Authorities:
Agreement between Minnesota State Colleges and faculty bargaining unit.

Policy:
Article 17-Professional Development and Academic Affairs

The college will budget professional development funds for faculty per the terms of the current faculty bargaining contract.

Procedure:
1. A separate cost center shall be created for the Faculty Professional Development Funds.

2. A subcommittee designated by Faculty Shared Governance Council shall administer the funds in the cost center. Such subcommittee will consist of five members of the full-share MSCF membership with one member of Faculty Shared Governance Council being designated as chair and cost-center manager.

3. The subcommittee will be charged with:

    a. proposing and submitting a budget. Such budget will be guaranteed the minimum amount allowed by the current faculty bargaining contract in addition to any amount carried over from the previous year.

        1) The Budget Committee shall not have the authority to deny the guaranteed funds specified under 3.a. above.

        2) Additional funds may be proposed through the annual budgeting process.

    b. developing procedures for the carry-over of these funds;

    c. processing individual faculty requests for funds;

    d. disseminating information regarding the MSCF professional development funds.

4. If a faculty member within a department wishes to use their allotted funds, they shall complete the request form and submit it to the cost center manager.

5. If a faculty member wishes to use more than the minimum amount allotted for faculty development, application and rationale must be provided to the subcommittee overseeing the funds for approval.

6. Part-time/adjunct faculty members within the department may apply for a prorated portion of the funds based on their FTE status. If so designated, other members of the department may not dispute such staff development requests.

7. Faculty members within a department may combine or share their allotted funds.
